Opið er fyrir framboð til embætta framkvæmdastjórnar LÍS fyrir starfsárið 2020-2021. Framboð skulu berast á kjorstjorn@studentar.is fyrir kl 23:59 þann 21. febrúar n.k.. Framboðum skulu fylgja kynningarbréf og ferilskrá frambjóðenda. Kosningar til framkvæmdastjórnar eiga sér stað á landsþingi LÍS í Háskólanum á Akureyri helgina 6.-8. mars.

Lýsing á framkvæmdastjórn og embættum úr lögum LÍS:

18.gr. Skipun framkvæmdastjórnar

Í framkvæmdastjórn sitja forseti, varaforseti, ritari, fjáröflunarstjóri, alþjóðafulltrúi, gæðastjóri, markaðsstjóri og jafnréttisfulltrúi sem kosnir eru í embætti á landsþingi, sbr. 49. gr. Framkvæmdastjórn sækir umboð sitt til fulltrúaráðs.

19.gr. Hlutverk og skyldur framkvæmdastjórnar

Framkvæmdastjórn stjórnar daglegu starfi samtakanna í samræmi við lög þessi, stefnur og samþykktir samtakanna. Þá tekur framkvæmdastjórn að sér önnur tilfallandi verkefni er lúta að hagsmunum stúdenta.

20.gr. Skyldur og réttindi fulltrúa

Fulltrúar í framkvæmdastjórn bera ábyrgð á miðlun upplýsinga til fulltrúaráðs. Við atkvæðagreiðslu á fundum framkvæmdastjórnar hefur hver fulltrúi eitt atkvæði og ræður einfaldur meirihluti atkvæða.

Fulltrúar hafa rétt til setu, málfrelsi og tillögurétt á fundum fulltrúaráðs og landsþingi.

21. gr. Forseti LÍS

Forseti LÍS er forseti framkvæmdastjórnar og fulltrúaráðs LÍS og er yfir landsþingsnefnd.

Hlutverk forseta er að:

Forseti ber ábyrgð á að boða framkvæmdastjórnar- og fulltrúaráðsfundi, leggja fram dagskrá og stýra fundum. Forseti kemur fram fyrir hönd félagsins og er málsvari þess á opinberum vettvangi. Hann er ábyrgur fyrir miðlun upplýsinga til fulltrúaráðs og framkvæmdastjórnar um alla starfsemi LÍS. Forseti skal gæta jafnt að hagsmunum allra aðildarfélaga og gæta hlutleysis í hvívetna. Þá hefur forseti jafnframt umsjón með sameiginlegum gögnum samtakanna – að á þeim sé gott skipulag og hægt að finna öll þau gögn er samtökin varða.

Forseti hefur ekki atkvæðisrétt á fundum fulltrúaráðs nema að atkvæði falla að jöfnu.

22. gr. Alþjóðafulltrúi

Alþjóðafulltúi hefur umsjón með alþjóðastarfi, samskiptum við stúdentasamtök annarra landa og regnhlífasamtök stúdenta í Evrópu og víðar. Alþjóðafulltrúi velur  fulltrúa sem eru í forsvari fyrir samtökin erlendis í samráði við forseta og er ábyrgur fyrir starfi þeirra á alþjóðlegum fundum og ráðstefnum. Alþjóðafulltrúi skal upplýsa fulltrúaráð og framkvæmdastjórn um alþjóðastarf samtakanna. Alþjóðafulltrúi skal  gæta þess að alþjóðastefnu samtakanna sé fylgt. Alþjóðafulltrúi er yfir alþjóðanefnd.

23. gr. Gæðastjóri

Gæðastjóri ber ábyrgð á því að þekking innan samtakanna á gæðamálum sé fullnægjandi. Þá er hlutverk gæðastjóra að efla þekkingu og áhuga hins almenna háskólanema á gæðamálum. Gæðastjóri er tengiliður Gæðaráðs íslenskra háskóla við samtökin. Gæðastjóri skal gæta þess að gæðastefnu samtakanna sé fylgt. Gæðastjóri er yfir gæðanefnd.

24. gr. Varaforseti

Varaforseti skal sinna forsæti í fjarveru forseta. Varaforseti skal aðstoða forseta við gerð fundardagskrár. Varaforseti hefur yfirumsjón með lagabreytingum samtakanna og fer fyrir lagabreytingarnefnd. Lagabreytinganefnd skal endurskoða lög samtakanna ár hvert. Varaforseti ber ábyrgð á samskiptum við aðildarfélög og vinnu á milli LÍS og aðildarfélaganna sem snýr að uppbyggingu innra starfs samtakanna sem og aðildarfélaganna, sé þess óskað af þeim.  

25. gr. Fjáröflunarstjóri

Fjáröflunarstjóri er ábyrgur fyrir fjáröflun og hefur umsjón með gerð styrktar- og viðskiptasamninga. Fjáröflunarstjóri sér um skipulagningu, fjarmögnun og framkvæmd viðburða sem haldnir eru á vegum samtakanna. Fjáröflunarstjóri er yfir fjármálanefnd.

26. gr. Ritari

Ritari skal skrá fundargerðir fyrir hvern framkvæmdastjórnarfund, á vinnudögum og vinnuþingum stjórnar. Ritari skal halda utan um mætingu stjórnarmanna á fundi og ber ábyrgð á varðveislu og vistun fundargagna samtakanna. Ritari skal hafa umsjón með útgefnu efni samtakanna.

27. gr. Markaðsstjóri

Markaðsstjóri sér um að koma samtökunum á framfæri og skal semja markaðsáætlun í upphafi starfsárs. Markaðsstjóri skal vekja athygli á LÍS í samfélaginu, þá sérstaklega meðal framhalds- og háskólanema. Markaðsstjóri er yfir markaðsnefnd.

28. gr. Jafnréttisfulltrúi

Jafnréttisfulltrúi skal gæta þess að jafnrétti ríki innan samtakanna. Hann skal leitast við að tryggja öllum stúdentum jafnan rétt, jafna stöðu og leggja ríka áherslu á að allir samfélagsþegnar búi við jafnrétti til náms. Jafnréttisfulltrúi skal sjá til þess að jafnréttisstefnu samtakanna sé fylgt. Jafnréttisfulltrúi er yfir jafnréttisnefnd.

LÍS has opened for applications for the positions of the Executive Committee for the year 2020-2021. Applications must be submitted to kjorstjorn@studentar.is before 11:59 pm on February 21st. Each application should contain a letter of introduction and CV. Elections will take place at the General Assembly of LÍS at the University of Akureyri on the 6th-8th of March. A description of the Executive Board and its members can be found here below:

Article 18 - Appointment of the Executive Committee

The Executive Committee consists of a: President, Vice-President, Secretary, Funding Officer, International Officer, Quality Assurance Officer, Marketing Officer and Equal Rights Officer. They are all elected at the National Assembly, cf. Article 49. The Union seeks its mandate to the Board of Representatives. The names of the Executive Commission in English are: President, Vice-President, Secretary, Funding Officer, International Officer, Quality Assurance Officer, Marketing Officer and Equal Rights Officer.

Article 19 - The role and duties of the Executive Committee

The Executive Committee manages the daily activities of LÍS in accordance with it’s laws, the policies and the resolutions of the association. In addition, the Executive Committee undertakes other tasks that might arrise in connection to students interests.

Article 20 - Duties and Rights of the Executive Committee

Members of the EC are responsible for disseminating information to the Board of Representatives. Each member of the EC has one vote and a simple majority of votes is needed to approve proposals. Members of the Union have the right to sit, speak and vote at meetings of the Board of Representatives and at the National Assembly.

Article 21 - The President of LÍS

The President of the LÍS is also the President of the EC and the BR. He is also the head of the National Assembly committee.

The President is responsible for convening meetings of both the EC and the BR, submitting agendas and chairing meetings. The President acts on behalf of the association both inside LÍS and on the public venue. The President is responsible for disseminating information to the BR and the EC regarding all activities of LÍS. The President shall take care of the interests of all members of LÍS and shall be impartial in all respects. The President also oversees the collective data of the association - that they are organized and can easily be found.

The President does not have the right to vote at meetings of the BR unless the votes are equal.

Article 22 - International Officer

The International Officer oversees the international activities of LÍS, relations with student organizations of other countries and umbrella organizations of students in Europe and elsewhere. The International Officer chooses representatives which represent LÍS overases in consultation with the President. The International Officer is responsible for the  work of these representatives at international meetings and conferences. The International Officer shall inform the BR and the EC of the international activities of LÍS. The International Officer shall ensure that the international policy of the association is fulfilled. The International Officer is the supervisor of the International Committee.

Article 23 - Quality Assurance Officer

The Quality Assurance Officer is responsible for ensuring that knowledge of Quality considerations is adequate within LÍS. The role of the Quality Assurance Officer is also to promote the knowledge and interest of the general university student on quality issues. The Quality Assurance Officer is the contact of the Quality Council of Icelandic universities to LÍS. The Quality Assurance Officer shall ensure that the quality policy of the association is followed. The Quality Assurance Officer is the supervisor of the Quality Committee.

Article 24 - Vice-President

The Vice-President shall stand in for the President in his absence. The Vice-President shall assist the President in making agendas for meetings. The Vice-President oversees the legislative amendments of the association and is responsible for the Legislative Committee. The committee shall review the law of the association each year. The Vice-President is responsible for relations with the local unions and work between LÍS and the local unions on the structure of the internal work of the association as well as the local unions, upon request.

Article 25 - Funding Officer

The Funding Officer is responsible for fundraising and oversees the preparation of sponsorship and trade agreements. The Funding Officer is responsible for the organization, funding and implementation of events organized by LÍS. The Funding Officer is in charge of the Finance Committee.

Article 26 - Secretary

The secretary shall record minutes for each EC meeting, at workshops and Board Meetings. The secretary shall oversee the attendance of members of the board at each meeting and shall be responsible for the preservation and storage of the meeting documentation. The secretary shall supervise the published content of the association.

Article 27 - Marketing Officer

The Marketing Officer is responsible for promoting the organization and shall draw up a marketing plan at the beginning of the operating year. The Marketing Officer should draw attention to LÍS in the community, especially among college and university students. The Marketing Officer supervises the Marketing Committee.

Article 28 - Equal Rights Officer

The Equal Rights Officer shall ensure that equality prevails within LÍS. He shall endeavor to ensure equal rights for all students, equal status and shall have a strong emphasis on ensuring that all members of the community have equal opportunities in education. The Equal Rights Officer representative shall ensure that LÍS's equality policy is adhered to. The Equality Rights Officer supervises the Equality Committee.
