Landssamtök íslenskra stúdenta hafa tekið saman ályktun um úthlutunarreglur Menntasjóðs námsmanna fyrir skólaárið 2020-2021 sem gefnar voru út í lok júlí. Stúdentar hafa lengi barist fyrir því að framfærslulán hækki og að samspil námslána og hlutavinnu með skóla verði til þess að dæmið gangi upp: að stúdentar geti með sanni framfleytt sér.
Helstu breytingar á reglunum má rekja til þess sem má finna í nýjum lögum um Menntasjóð námsmanna sem tók við af Lánasjóði íslenskra námsmanna 1. júlí 2020. Með nýjum lögum breytist um þriðjungur láns í styrk við námslok innan ákveðinna tímamarka og framfærsla barna er í formi styrkja en ekki lána.
Önnur nýjung í reglum sjóðsins er fimmföldun frítekjumarks fyrir þá sem koma af atvinnumarkaði í nám, sem hefur einmitt verið krafa LÍS. Þessi breyting er svar við aukna aðsókn í háskólana vegna þess efnahagsástands sem ríkir á tímum heimsfaraldurs.
En LÍS þykir miður að staða þeirra hafi lítið batnað sem voru í námi síðustu önn og verða það áfram í haust. Þrátt fyrir ofangreindar framfarir mætti halda að Menntasjóðurinn sé enn LÍN í dulargervi, þar sem grunnframfærslulán og frítekjumark hins almenna stúdents standa nánast í stað. Í stað þess að nýta tækifæri til úrbóta á úthlutunarreglum við það að taka upp nýtt kerfi, sjá stúdentar fram á að þurfa áfram að vinna með skóla, umfram eða í staðinn fyrir að taka námslán.

Basic Support is Still Too Low: LÍS’s Resolution on the Student Education Fund’s Allocation Rules
The National Union of Icelandic Students has compiled a resolution on the allocation rules of the Student Education Fund (Menntasjóður námsmanna) for the school year 2020-2021, which were issued at the end of July. Students have long fought for an increase in basic support loans and for the interplay between student loans and part-time employment to add up: that students can reliably support themselves.
The main changes in the rules can be traced to what can be found in the new law on the Student Education Fund, which took over from the Icelandic Student Loan Fund on July 1st 2020. With the new law, about a third of each loan will be converted into a grant at graduation within a certain time frame, and child support is now in the form of grants rather than loans.
Another improvement in the fund's rules is a fivefold increase of the maximum permitted income limit for those who are returning to school from the labour market, a change that LÍS had called for. This change is a response to the increased enrollment at universities due to the economic situation prevailing during the pandemic.
But LÍS regrets that the situation has not improved much for those who were studying last semester and will continue to do so this autumn. Despite the above-mentioned progress, it could be assumed that the Menntasjóðurinn is still a LÍN in disguise, as the basic support loan and the maximum permitted income limit for the general student are almost the same. Instead of taking advantage of opportunities to improve allocation rules when adopting a new system, students anticipate having to continue working alongside their studies, in addition to or instead of taking out student loans.
